So trying to figure when and what starts for healthcare once President Obama signs the bill and the Senate agrees to reconciliation fixes are bit confusing. According to the reporting, once President signs the bill these things happen immediately, 90 days, and 6 months, and, 2014:
* Immediately Tax Credits for small business go into effect
* Immediately the "Donut Hole" for seniors begins to close. If you have already surpassed it for 2010. Seniors get a $250 rebate check.
*90 days after signing (approximately June 21st) coverage for High Risk Pools for pre-existing conditions goes into effect. Cannot be denied if you are in one already in one.
*On September 23, All Kids are covered. If they get sick they cannot be denied. Extends coverage for children on parents health to the age of 26. Ban on pre-existing conditions denial for kids goes into effect.
*On September 23, no more lifetime limits on insurance policies
*On January 1, 2011 insurance companies are required to use 80 to 85 percent of your premium towards healthcare or they have to give you a rebate for the difference.
*Also on January 1, 2011 Medicare for seniors will provide free preventive care.
*By 2014. A TOTAL BAN on pre-existing conditions denials for Adults goes into effect.
*By 2014, Ban on annual limits for healthcare goes into effect...
*By 2014, HealthCare Exchanges are supposed to be operational for those who do not have insurance.
In all this is the bill that has been enacted into law. I should mention that this law also enacts taxes to pay for it as well. I will track down the data for that later this week. Most, of what I saw for the paying of the bill does not go into effect immediately but I have to verify to be sure. It looks like, and I say looks like, the taxes that help pay for the bill do not start until 2012 -- but like I said I have to check to be sure.
I am sure that some will be up in arms about the taxes and the fines (or penalties) for those individuals who do not enroll in the "mandated" healthcare, but I would ask the following: So are you willing to privatize all services that government provide, such as police, fire department, roads, social security, and medicare? You know, of course, that if you want the government to provide the service or to solve the problem it takes taxes to resolve them?
At the least, that would be a couple of questions. Anyway, I will check back with further details on the HCR bill soon to be law...
