The Bell Policy Center released two new studies today.  The first details state and local taxes paid by undocumented immigrants (pdf). The second shows the costs to Coloradans associated with undocumented workers because of federal mandates (pdf).

The facts:

In 2005, the cost of providing federally mandated services to undocumented immigrants totaled nearly $225 million.  Their state and local tax payments totaled approximately $159 million to $194 million.  Thus, undocumented immigrant state and local tax payments amounted to 70 to 86 percent of the estimated costs of providing mandated services.

All the numbers are documented well in the Bell's papers, here are a couple of notables:

- Total taxes paid by undocumented households in Colorado in 2005: $159 - $194 million

- Undocumented household average taxes paid in Colorado:
     - Sales Tax: $1,265
     - Property Tax: $105
     - Income Tax: $491*

* - the "on the books" number is used in the calculation here, since only "on the books" workers pay income tax.

- Bell uses an estimate of 50% of undocumented immigrants are working "on the books"--a conservative estimate compared to the Social Security Administration which says 75% are.

- Colorado employers pay between $12 million and $15 million each year in Unemployment Insurance Tax for their "on the books" undocumented workers.  Bell uses the 50% number mentioned above, so if we go with the Federal Government's estimate of 75%, the high-end of this number could get pushed to $22 million.  More important here, as Bell points out:

While employers pay unemployment insurance taxes for their workforce, state law prohibits undocumented workers from collecting unemployment insurance benefits.

Meaning all that money is a big net-plus for the state, since it's never collected upon.

The Bell concludes today the same thing Dan Hopkins, Bill Owens' spokesman, did in May 5, 2003, when he was asked by the Denver Post about the Governor's position on immigration in relation to the visit by Patricio Martinez, then-Governor of the Mexican state of Chihuahua:

'Immigration is a federal issue,' Hopkins said.

As the Bell ends their report today, much of the actual burden on local and state governments is caused by Washington DC:

[State and local leaders] should also push the federal government to reimburse state and local governments for a great share of the cost imposed by federal mandates

If the State GOP needs someone to blame, they should look no further than George W. Bush and the Rubber Stamp Republican Congress.

The Bell Center Report Doesn't Really Connnect The Dots (4.00 / 3)
But, I will.

Once you remove federal mandated services from the state budget, there is very little left, and much of that is financed by users fees.

Where does the state spend money?

Education 43.9% [K-12 and higher education]
Social Assistance 25.7% [Medicaid is the biggest line item]
Business Community and Consumer Affairs 7.8% [Much of this is users fee financed]
Justice 7.3% [Corrections in the biggest line item]
Transportation 6.6% [A large share is ear marked from gas taxes and federal funds]
Other 8.7%

The only line item making up a big share of the general fund budget (the part that comes from taxes, as opposed to user fees or earmarked excise taxes or federal funds) not addressed in the Bell Center report is higher education.  And, there is no evidence that large sums of money are going to illegal immigrant college students.

Where does it come from?

Taxes 47.5%
Federal Sources 30%
Charges For Goods and Services 13.1%
Licenses, Permits and Fees 3.9%
Interest and Rents 2%
Other 3.6%

The Bell report also neglects to mention state gas taxes paid for by illegal immigrants and everyone else alike.  This, along with federal gas taxes, pays for roads in Colorado.

The addition of gas taxes and a few other excise taxes (like state cigarette taxes) brings the total tax payments even closer to the 86% of expenditures figure suggested by the Bell Center.

It is also worth noting that no local government in Colorado has a true income tax.  Those that have a "head tax" on "on the books employees" don't get heaps of money from it.  As far as local governments are concerned, illegal immigrants are paying just as much money in through property and sales taxes and things like parking meter collections, as anyone else.

The state government is the only place where there are probably reduced collections from illegal immigrants, and given that there is also reduced use of higher education, Medicaid, other kinds of welfare, and even, on a per capita basis, prison costs, this is justified.

Even taking the Bell Center figure at face value, we are talking about a fiscal burden created by illegal immigration on all governments combined in Colorado on the order of $100 per illegal immigrant.  This is not a crisis.

All governments (should) spend more money on the lower class then the lower class pays in... it's called Progressive Taxation.

The "cost to taxpayers" isn't because of a person's immigration status.  It's because of their class.

Looking at it another way. (4.00 / 3)
According to the Bell Center the amount of state income taxes which were not paid, but should have been, is about $24 million, about $100 per person.

But, the value of the services not being received, that are received by similarly situated citizen families, is almost certainly far higher.  Start with Medicaid and TANF, and go from there.

The reality of all governments is that low income people get more in direct government benefits than they pay in taxes, while high income people pay more in taxes than they get in direct government benefits.

Put another way, suppose you replaced every illegal immigrant worker in Colorado with a U.S. citizen worker.  The state government would face a revenue squeeze, not a revenue boost.

Illegal immigrant is not now, and never has been, a fiscal burden on government or business, which often can get away with paying illegal immigrants lower wages than citizens (hence the phrase "cheap labor conservative."

The real issues are cultural (which explains why opposition to legal immigration and illegal immigration are so often found together), and labor market issues -- illegal immigration provides additional competition for working class Americans.  And, even the labor market issues are not so simple.  Jobs are not a fixed quantity, and the economy is not a zero sum game.  Jobs are created and destroyed every day.  When you add more hard working people to the economy, you may create economic growth, making the total economic pie larger, rather than taking away jobs from people already in the economy.


Why (R)omanoff is Wrong (3.40 / 5)
Facts like these are exactly why there is so much anger at (R)omanoff and Fitz-Gerald.  Here we have a group of mostly poor people who are paying taxes.  Democrats are supposed to want to let the government help such people; that kind of help benefits society as a whole.

In exchange for maybe one day of positive press from insiders about how clever they were to attack the Republicans from the right, (R)omanoff and Fitz-Gerald accepted for the Democratic leadership the Republican frame that undocumented immigrants are by definition a burden and that excluding them from government assistance is a legitimate goal.

but you are not...Romanoff(D) has worked his ass off to get us a house and senate that is controlled by Democrats and he has delivered some great legislation.  You guys don't see the late nights and the endless meetings this guy goes through to make this happen.  There is a reason the guy isn't married, he doesn't have a social life, his life is politics and for the last six years he has been working his ass off to get us where we are today, just look at the work he did for Ref C and D. 

I can understand your position and frustration but I cannot stand by while you question the motives of good people, especially people that have worked their ass off for us.  You can make your point without calling Romanoff a repug, that is just stupid and deserved a 1 (Unproductive).

I live in the state with the greatest snow on earth.

I feel I am going easy on (R)omanoff and Fitz-Gerald (who someone I know said is actually worse that Romanoff because she originally did the right thing by trashing the special session call before flipping for perceived political expediency).

You say (R)omanoff worked his ass off to win the state House and Senate.  So did a bunch of immigrant advocates who now have to explain why the Dem legislature we worked hard to install is getting ready to pass the most draconian anti-immigrant legislation in the country.

What (R)omanoff and Fitz-Gerald have done is the biggest act of treachery by a Colorado Democrat since Nighthorse switched parties, and it will not be forgotten.

I think thats crossing the line a little bit.  I don't think that I can agree with your assesment that Romanoff and Fitz-Gerald's actions equate with Ben Nighthorse Campbell's. I also don't think that the pending legislation is THAT "draconian".  Not doing anything, sitting by and allowing the Owens and the GOP dictate the terms of the debate, now that would have unexcuseable.

Luis, I have been a Democrat for 38 years, probably longer than you've been on this earth.  So I understand a little about being a Democrat.

I also understand about immigrants.  All four of my grandparents came to this country from Italy early last century.  When my parents learned to talk as infants, they spoke Italian.  They didn't learn English until they went to school.  Yet they learned it quickly because they were proud to be Americans.

My father, an American infantryman, waded ashore at Anzio and fought against the army of his so-called "mother country."  But Italy no longer was his mother country.  He was an American.

I see nothing "anti-immigrant" about what Romanoff and Fitz-Gerald hope to accomplish in the special session.

If someone is in this country illegally, they shouldn't benefit from it.  Period.  Nobody's saying anything negative about immigrants and their value to the country. At least I'm not.  I understand the value of the work they do, work that nobody else wants to do. My grandfather carried bricks up a ladder by day and lit gas lamps at night to feed, clothe, house, and educate his children.

Every January he registered with the government because he was required to do so.

What we're complaining about is people who are here illegally.  It's that simple. Maybe you can explain to me how this special session is anti-Democrat or "anti-immigrant" because I just flat don't understand your rhetoric.  Are you saying that to be a true Democrat, you have to waste money?

If you think you can explain to the average taxpayer why their hard-earned dollars are going to provide benefits to lawbreakers, take your best shot. Republicans have waged war on social programs since the New Deal.  If we don't keep those programs clean and provide benefits only to those who deserve them, all social programs are in danger of extinction. All this is about, from the Democratic standpoint, is being accountable to the taxpayers.

I have to agree with Luis that this whole anti-illegal immigrant thing is little more than thinly veiled hate stirred up to create animosity against Hispanics and that the supposed crisis, certainly on the points like election ID and government spending, that the special session was called to address, doesn't exist.

Romanoff and Fitz-Gerald's misstep was early and basic -- admitting that there was a problem to solve when there isn't one, and buying into an us v. them frame that is unreasonable.

But, no leader is perfect.  And, hard work and generally good motives are no panacea for preventing strategic missteps.

The Dem leadership does need to be moderate to win Colorado, but sometimes leadership is necessary in order to sahpe public opinion, rather than merely responding to someone else's spin.  Public opinion is highly malleable, and the guy who is really taking on the role of a leader in the special session is Bernie Buescher, who is insisting that the anti-immigrant rush slow down in the face of some reality based hearings on what the real problems happen to be.

Romanoff was instrumental in getting Bernie appointed to the JBC and in creating the majority that gave the Democrats the power to make that appointment.  But, he also whiffed a bit, as did Fitz-Gerald and Ritter, in failing to mount a principled response to the special session call.

Out of curiosity, how much did Bell figure they were paying for mandated hospital services?

And, while you at it, maybe you can explain why that liter of physiological saline the local hospital put into me cost a few hundred dollars.

Cripes! The US Air Force gets a better deal on its $600 toilet seats. At least they get more than one use out of them.

High healthcare costs aren't really immigrant-related (4.00 / 1)
There are a variety of factors for why hospital ERs are shutting down and costs are skyrocketing, and illegal immigrants are a very small drop in the bucket.

Uninsured legal resident far outnumber illegal immigrants, and things like technological advances, new drugs, under-reimbursement by insurance plans, and plain old price gouging accounts for a lot of the expense.

Some hospitals appear to be gouging the consumer simply because they can get away with it.

Why should consumers care about hospital pricing and efficiency of care? Because inefficient care translates into higher premiums, which translates into more uninsured: Every time costs go up, more people become uninsured.

...

Inefficient care also leads to cost shifting, as hospitals and doctors raise rates to recover the cost of unreimbursed services. Subsequent cost shifting onto premium-paying employers and consumers accelerates a vicious, self-perpetuating cycle.

It's our healthcare system that is the problem, not illegal immigrants.

They Get Letters -- That's the spirit, George. If nothing else works, then a total pig-headed unwillingness to look facts in the face will see us through.
